It has accumulated rich experience in designing of overhead electricity transmission lines, substations, diesel power plants and fully supplied with software and hardware for preparation of design and automation of calculations and processing. The Egiin Goliin HPP project unit is cooperating with this company for preparation of design of the double circuit 220 kV overhead electricity transmission line from dam site to the Erdenet substation.

BASIS -
The transmission line route reflected in the previous Feasibility Study was a double-circuit 220 kV OETL to supply the hydropower generated electricity to the CES needs. The previously determined 65 km transmission line route along the Bukh River overlaps the newly planned Erdenet city ger district household expansion area. Because of this, we had to bypass this area. Moreover, forest area of 60 000 m2 which continues over 5 km needs to be cut for the transmission line which would have impact on the environment and would face protest from the local people. Due to natural barriers such as deep ravine and steep mountain slopes along the route it is difficult to conduct transmission line construction and maintenance. It will also increase the cost. In the previous Feasibility Study, it was chosen to exploit diesel generators to resolve power supply during construction phase. Because the version of using diesel generators will be always dependent on diesel fuel, not only cost is high, but also during transportation emit lot of smoke, soot, noise to the environment or impact to the nature is high we have reviewed the previous Feasibility Study construction phase power supply and renewed it.

IMPORTANCE -
By this optimization the transmission line route was completely changed. This new 72.3 km route would not go through residential and forested areas at all. This route is also almost in parallel with the access road, hence there are no complications during installation and maintenance. This version solved the power supply during construction period. Resulting from this, all DAM SITE activities such as earth work, laboratory tests, camp operation, (daily average about 5000 m3) concrete mix production, placing of roller compacted concrete and dam construction can be simultaneously performed and technological regime can be kept safely. Accordingly, it is cost-effective.

CONCLUSION -
Survey result on nearby standing transmission line determined that transmission line does not meet the quality requirement as this line could only be used during the construction phase and not possible to reuse, unable to generate reliable and stable electricity supply, high cost. Therefore, solution of construction phase electricity supply constructing first the double circuit 220 kV OETL to supply Egiin Goliin HPP generated electricity through Erdenet substation to the CES will not have additional cost, energy supply us reliable and possible to provide uninterrupted power supply. All these were studied carefully and optimized the main transmission line route. BaysalTugs LLC prepared (between March 31, 2014 and June 4, 2014) detailed designs of (1) double circuit 220 kV 72.3 km overhead electricity transmission line, (2) Eg 110/10 kV temporary substation to solve construction phase electricity supply and (3) extension of 110 kV one outlet of the 220/110/35 kV Erdenet substation according to the Contract AG 11/14 based on the technical condition 41/2014 of March 25, 2014 and ToR 2014/12Ts of design. The Detailed engineering design was reviewed and verified by Construction Development Center of Ministry of Urban Construction and Development and general verification conclusion 628/2014 was issued.

PRELIMINARY WORK -
There was requested to solve electricity supply for construction of Egiin Goliin Hydropower plant. Therefore the route of transmission line was optimized and the detailed design of the transmission was performed by domestic authorized company and the Construction development center of the Ministry of Construction and Urbanization has made expertization and general conclusion on it. So construction is ready to start in preliminary stage. Following issues are decided in relation with the route of transmission: Issued permissions of governors of Orkhon province, Bugat, Selenge, Khutag-Undur soums of Bulgan province for land use of transmission line and access road through the state special purpose land, issued a conclusion from the Ministry of Defense that the route does not affect to develop shooting armament, tanks, artilleries, zeniths, land force to conduct combat training at the training center of army in result of discussion on condition of the route with officials of Ministry of Defense, General staff of armed force and Subdivision #186 of army at the site. Also the fibro optic cable of the inter-cities communication grid cross passes at 9 points with the transmission line route. In result of the negotiation with Information and Communication grid JSC established a bilateral memorandum of cooperation and the technical permission to transfer cables has been solved. Therefore preliminary construction work is ready to start.
